A County Auditor is an exceptionally qualified person filling a uniquely established position in county government, serving as a sentinel over all financial activities.

3. Why have a County Auditor?

There are many reasons to have a County Auditor, but the main one is to maintain the integrity of financial administration in county government.

The County Auditor, by law, has oversight of all financial books and records of all officers of the County and is charged with administering the budget.

4. How is the County Auditor appointed?

Every two years the state District Judge or Judges having jurisdiction in a county over 10,000 population shall appoint a County Auditor. The office of County Auditor is neither created by nor under the hierarchical control of the administrative body - the Commissioners Court.

5. What are the qualifications for a County Auditor?

A County Auditor is...

• a person of unquestionably good moral character and intelligence
• thoroughly competent in the administration of public business
• a competent accountant, qualified in auditing and accounting, having a minimum of 2 years prior experience in these areas

The Assumed Name Certificate may be filed in each county that the business will operate.

5. What is the cost to file an Assumed Name Certificate (DBA)?

There is a $13.00 fee for filing an Assumed Name Certificate (DBA) in the County Clerk's office.

6. Does the County Clerk's office research availability of a business name?

No, the County Clerk's office does not research the use of the name before filing. Public computers are available in our office so that each name may be researched.

7. How long is the Assumed Name Certificate valid?

Up to 10 years.

8. What is the cost for a marriage license?

The fee is $72.00. A portion of this fee will be waived after attending a state approved 8-hour premarital training class. Information on this class can be found at www.TwogetherInTexas.com.

9. What are the requirements for getting a marriage license?

A man and a woman applying for a marriage license must both be present, show proper identification, and know their social security number.

10. Who is eligible to apply for a marriage license?

Applicants should be 18 years of age or older with valid identification. Information on applicants under 18 years of age can be obtained by calling (972) 204-6300.

11. Is there a waiting period before we can get married?

There is a 72-hour waiting period from the time the license is issued and the time it becomes effective. The license is valid for 30 days after issuance.

If either party is active in the military the 72-hour waiting period is waived. Military identification is required.

12. How do I obtain a copy of a birth certificate?

Texas born individuals may purchase a certified birth certificate with proper identification. The fee is $23.00. Cash, credit, or debit cards are the accepted forms of payment.

13. What are the filing fees for real property record filings?

The filing fee is $16.00 for the first page and $4.00 for each additional page.

14. Where are the Foreclosure Sales held in Rockwall County?

Trustee's Sales are conducted at the area immediately outside on the front steps of the Rockwall County Courthouse, located at 1111 Yellowjacket lane in Rockwall, Rockwall County, Texas.

Civil cases: According to who has requested the court date, then the date can possibly be changed.

Criminal cases: No, the Judge requires defendants along with their attorneys to be present at all court settings.

1. Do I have to have my voter registration card to vote?

No, you do not need your voter registration certificate to vote. However, you do have to have some form or identification, such as your driver’s license or Texas ID.

2. How do I get registered to vote in Rockwall County?

You will need to complete a Voter Registration Application and turn it in to our office. We can mail you the form or you may come by our office for one.

4. I turn 18 after the deadline date but before election day. Can I register and vote in the election?

You can register up to 60 days before you are 18. You must submit your Voter Registration Application before the 30 day deadline date.

5. Can I transfer my registration from my old county?

No, you must complete a new Voter Registration Application each time you change counties.

6. Do I need to re register every time I move?

You do not need to register again if you are a current Rockwall County resident, however, you do need to change your address with our office each time you move. If you are currently registered outside Rockwall County, you will need to complete a Voter Registration Application for Rockwall County. You can use the back of your Rockwall County voter registration certificate to change your address. Put the correct information on the certificate, sign it and send it to our office.

7. How can I get a new voter registration card?

You will need to contact our office and we will print you a new certificate.

8. Can I vote by mail?

Voting by mail is restricted. You are entitled to vote by mail if you are over 65 years old, disabled, incarcerated, or will be out of the county on election day. If you vote by mail due to absence from the county, your ballot must be mailed to an out of county address.

9. Can I vote at my new precinct or do I have to drive all the way to my old precinct to vote?

If you moved within the county and did not change your address prior to the 30 day deadline date, you must vote at your old precinct. In this situation it may be advantageous for you to vote early at the early voting location most convenient to you.

10. Can I bring my mailed ballots in instead of mailing them to you?

No, you must mail the ballots to our office. If you receive a mail ballot and decide not to use that method of voting, you will need to bring your ballot to the voting location and surrender it to the election worker prior to voting in person.

11. I live in another county, can I vote here?

No, you will need to vote in the county where you live.

12. I’ve recently moved, can I vote in the next election?

Yes, however, your voting options will be different depending on your circumstance. If you are currently registered in Rockwall County you will have to vote at your previous precinct. If you are currently registered in another Texas county, you will have to vote a limited ballot at the main early voting location in Rockwall during the early voting time period. If you are not registered in Texas, you can vote a provisional ballot. The early voting ballot board will review your affidavit and make a decision on whether or not to count your ballot.

13. Can I bring my sample ballot to the polls?

Yes, you can bring any material with you, but please remember to take it with you when you leave the voting station.

14. What is a provisional ballot?

A provisional ballot is used when a person presents themselves for voting but due to circumstances, cannot be quickly verified as a qualified voter. It allows the person to vote and gives the Voter Registration office time after the election to verify if the person is eligible to vote. If they are not eligible to vote, it will register them as a voter and they will be ready for the next election.

15. Will my vote count if I vote a provisional ballot?

That will be determined by the Early Voting Ballot Board (EVBB). After the election, the information from the Provisional Voter Affidavit will be looked up by the Voter Registration Office. Depending on 1) the reason you voted by provisional ballot and 2) the outcome of the research by the Voter Registration office, the EVBB will make the decision to count the vote or not. Regardless of the outcome, you will be notified by mail.

16. I’m registered to vote in another county and live in Rockwall County; can I vote in the next election?

Yes, you can vote in this county on a Limited Ballot.

17. What is a Limited Ballot?

A limited ballot is used when someone is currently registered to vote in another Texas county but has moved to another county. A person is allowed to vote in their new county, but is limited to vote only on the candidates/issues that would have also been on their previous county’s ballot. This will cancel your registration in the previous county and registers you in the current county.

Teen Volunteers:
