Rockwall County Outer Loop (2022)

Project Description 

Rockwall County, in coordination with the Texas Department of Transportation Dallas District, is currently developing two studies for the Rockwall County Outer Loop. An alternative analysis and feasibility study is being conducted from FM 1138 near the Rockwall/Collin County line to SH 205 near the Rockwall/Kaufman County Line. A further detailed study including a design schematic and environmental documentation would be completed for the northern segment from FM 1138 to SH 276. The proposed project includes the Cities of Fate and Royse City and would connect with Collin County and Kaufman County on their respective Outer Loop studies currently in progress.

The feasibility study and alternatives analysis are being conducted to select a preferred alternative and corridor for the entire Rockwall Outer Loop and to complete the schematic design and environmental studies for the northern segment from FM 1138 to SH 276.

Purpose and Need

The purpose of these studies is to provide a north-south roadway in Rockwall County to meet local and regional mobility needs for current and future projected traffic, reduce congestion on major roadways in the study area such as SH 205 and FM 548, improve the safety of the roadway system in Rockwall County in the project area, and to foster economic development and growth.
