Colter Burns attended Texas A&M Commerce and the University of Phoenix with his degree concentration in Information Technology. He then held various positions leading him to Rockwall County. Colter was hired with Rockwall County IT in May 2016 as a Technician and was promoted to Senior Technician in October 2021.
Colter and his wife, Brooke, have been together for eleven years (married for nine). Colter and Brooke have two daughters, Hayden (14) and Harper (4). Colter enjoys riding bikes with the family, running, and playing golf.
When asked why he selected this line of work?
“I got started at a very early age taking computers apart, breaking them, fixing them, building them... At some point during that, I became the family "IT person." It became something that I was good at and enjoyed doing. So, I thought 'why not make a living out of it.' Plus, it is a field that is always evolving, which I like, and the need will always be there.”
Why did you choose Rockwall County?
“I was not happy in my retail job. So, I decided to go back and finally finish my degree in Computer Science. As I was nearing completion, I began searching for openings and Rockwall County was hiring. I filled out the application, got an interview, and a few days later had the job. It feels good that after almost eight years with the County, I still enjoy my job and the people I work with. One of the best decisions I've made.”
Colter won the Rockwall County Employee of the Quarter for the First Quarter of 2022 and then was selected as the 2022 Employee of the Year.

Linda Flannery
Linda is a 13-year (1984 -1997) Navy veteran. She had an exciting and fulfilling career serving in the U.S. and overseas as an air traffic controller. In 1991, while stationed in Rota, Spain, she met and married the love of her life, also a Navy veteran. A year later, she and Tim had their first child. In 1997, she made the difficult decision to say “no” to military retirement so she could stay at home to raise their two daughters and son and homeschool during their early years.
In 2012, Linda started as an Assistant Veterans Services Officer for Collin County, where she began to learn how to help veterans navigate the very complex VA system and claims process. In Rockwall County since 2015, she continues to serve veterans and their families within and beyond the Rockwall County boundaries.
Some services Linda provides are ordering military discharge papers (DD-214) and other service documents, filing VA claims for service-connected disabilities and non-service-connected claims, Aid and Attendance allowance, Assistance with filing appeals, Survivors’ benefits, Application to VA healthcare, education and Burial benefits.
Linda’s military experience allows her to identify with other veterans and understand their past and current challenges.
As Rockwall County has an ever-growing veteran population, her submissions to the VA have increased about 150% since 2016! It is her honor and privilege to be able be to assist veterans and their families in Rockwall County.
Linda and Tim, live in McKinney with their rescue bulldog, Karli.
