Background
In November 2004, Rockwall County voters approved the issuance of $17.25 million in bonds for road improvements by a margin of 73.52%. At that time, several projects were specifically identified to be partially funded by Rockwall County dollars. The remaining necessary funding was anticipated to be provided in part by the
Texas Department of Transportation (TxDOT) and the cities where each of the projects are located.
Taking the Lead
The Rockwall County Commissioner’s Court determined that Rockwall County would want to take the lead to ensure these and other important transportation improvement projects were moving forward as planned. The County hired the consulting team of
Bucher, Willis & Ratliff Corporation (BWR) and Innovative Transportation Solutions, Inc. (ITS) to expedite project development of the specific projects identified in the bond program and to leverage the County’s committed funding to obtain additional future funds from TxDOT and
North Central Texas Council of Governments (NCTCOG) for other transportation projects in Rockwall County.
