Survivors of Disaster

Disasters can affect our community in many ways. After the Rowlett tornado on December 26, 2015, Rockwall County OEM identified the need to have stronger plans in place to manage donations and volunteers and in turn provide these resources to citizens in need. The Office of Emergency Management invited leaders from local non-profit organizations, faith-based organizations, and chambers of commerce to assist us in creating these plans and identify how we can work together to be better prepared to assist survivors.

The resources listed below are provided to help individuals, families, and businesses become better prepared to meet their needs after a disaster. Rockwall County OEM encourages you to add these resources and their contact information to your family disaster plan.

If you or your family has been affected by a natural or man-made disaster, the following organizations may be able to assist you. These agencies and organizations have taken an active role in planning and preparedness in Rockwall County and have committed to providing assistance to our citizens.

Helping Hands of Rockwall County

Helping Hands of Rockwall County has been appointed by the Commissioners' Court as the donations manager for the county.  If you have been affected by a disaster and need assistance, we encourage you to contact the Assistance & Referral center at 972-771-HELP (4357) More information for those wanting to make donations can be found here.

TRACE Program

Transitional Resource Accessibility & Community Engagement (TRACE Program)

The TRACE Program was created to assist in small communities during the immediate relief phase following a disaster. Often smaller communities have limited resources and affected individuals may be further distanced from services due to rural geography. ​The TRACE Program provides a format by which a Lead Coordinator in a small community can work with other community volunteers to support the families affected by natural disasters, in order to share information regarding accessible resources.


J.E.R. Chilton YMCA at Rockwall

After a disaster, the J.E.R. Chilton YMCA in Rockwall may offer hot showers, electricity, and safe refuge for survivors. Each incident is different, so please make sure to call ahead for the availability of these services. 972-772-9622
Boys & Girls Club Northeast Texas

Boys & Girls Blub of Northeast Texas - Rockwall

After a disaster, the Boys & Girls Club of Northeast Texas in Rockwall may offer childcare for first responders and survivors. Each incident is different, so please make sure to call ahead for the availability of these services. 903-455-9233

Society of St. Vincent de Paul - Our Lady of the Lake Catholic Church

The volunteers of St. Vincent de Paul personally assist those in need in Rockwall County by visiting them and providing them caring, compassion, and hope.  Through the generous donations of parishioners, they are able to provide emergency financial assistance to those in crisis.
