Groundbreaking for the Rockwall County Courthouse Annex occurred on June 11, 2024, and the new facility is set to open to the public on Monday, August 4th. This building will centralize essential county functions, providing services such as voting, veteran assistance, indigent health services, and building permitting.
The Election Office will offer various services, including voter registration and renewal, ballot-by-mail options, and early and election day voting. Rockwall County Elections Administrator Christopher Lynch highlights that the next local election will begin on October 20th, with voting taking place in the Annex's multipurpose room rather than at the County Library.
Veteran Service Officer Linda Flannery is enthusiastic about assisting Rockwall County veterans and their dependents with a range of VA and state benefits available from their new location.
From their suite, the Indigent Health Care office will continue supporting community members seeking access to medically necessary healthcare programs for those who meet specific income, resource, residency, and household criteria.
The Development Services Department will encompass County Engineering, Road & Bridge, Environmental Services, and Geographic Information Systems. County Engineer Erika Bridges says the department's core functions include planning and assisting with new developments and maintaining county infrastructure.
Additionally, the county auditor and staff will be relocating to the new Annex, leaving the County Courthouse.
Building hours for the Annex will be from 8 AM to 5 PM, located at 1101 Yellow Jacket Lane, near the iconic Rockwall County Courthouse.
Vehicle registration, title transfers, and disability placard services will continue to be offered in Downtown Rockwall. Please note that the County Tax Office is preparing to move from the Historic Downtown Courthouse to the Annex in the coming months. We appreciate your understanding during this transitional period.
