Felicia Morris is embarking on a new chapter as she retires, marking the end of a remarkable journey that has seen her become a beloved presence in the County Judge’s office at the Rockwall County Historic Courthouse.
Felicia’s story began as the Assistant Court Coordinator for Rockwall County Judge Bill Bell at the old Cameron Building. After an impressive 25 years of dedicated service, she is stepping down as the Chief Assistant and Court Coordinator for Judge Frank New. Throughout her career, Felicia has had the privilege of working alongside five county judges, including Chris Florance, Jerry Hogan, and David Sweet. Her warmth and unwavering commitment to the community will be deeply missed, leaving an impact that resonates far beyond the courthouse doors.

Assistant Auditor Sherri Moreno has had the privilege of working alongside Felicia for nearly 20 years. "She has been more than just a coworker to me; she has been a true friend," Moreno says. "No one has a kinder, more sincere heart than Felicia. She is always there to help others. Together, we celebrated each other's families' blessings and supported one another through losses. We shared laughs even on the busiest days and leaned on each other during tough times. Despite the work and relentless deadlines we've encountered over the years, our friendship has never wavered. We enjoyed playing jokes on our coworkers, especially former Commissioner David Magness, and exchanged funny messages with each other. Felicia is a true inspiration to me. I am so happy for her as she embarks on this new chapter in her life. Congratulations and happy retirement, my friend!"
Morris couldn't help but smile, recalling how Commissioner Magness's dry sense of humor always managed to lighten the mood.
County Judge Frank New expresses, “Felicia embodies kindness and selflessness. Her dedication to the county truly stands out, and we are all better for having her in our community.”
Precinct 1 Commissioner Bobby Gallana believes Felicia has been an invaluable asset to the Commissioners Court. “She has graciously assisted me as I transitioned into this new role. I am incredibly grateful for her dedication to Rockwall County and the time and effort she has devoted to our citizens. She will be greatly missed.”
“Felicia’s work ethic is a shining example of what it means to be a dedicated professional,” say Precinct 2 Commissioner Dana Macalik. “Rockwall County thanks you for your unwavering commitment and is fortunate to have you as a valued member of the Commissioner’s Court. Thank you and enjoy your retirement.”   
 Precinct 3 Commissioner Lorne Liechty has had the pleasure of working with Felicia for just 10 months, but she has made a lasting impression on him. He remarked, “Her kindness and grace were evident from our very first meeting. Her deep understanding of county business and affairs will be difficult to replace — we will truly miss her!”
“Working with Felicia was a joy,” says Precinct 4 Commissioner John Stacy. “She has a heart that genuinely cares about people, and it shows in everything she does. What I will miss about her isn’t just working on agendas or County Government tasks, but the conversations about family, faith, and wellness. She always made sure I was okay and checked in with me when I was stressed. Someone who cares that deeply about people will always leave a lasting impression.”
When asked what words of wisdom she’d like to share with the new Chief Assistant, Felicia said, “When frustrated, go to the mailroom, count to ten, then sing 'This is the day that the Lord has made, I will rejoice and be glad in it!’ Deep breaths!”Felicia 2
Felicia looks forward to spending more time with her family and friends. “Time’s a thief,” she says, “I need to make the most of it.”
Felicia’s service to the county will be celebrated after the Commissioners Court meeting at the Historic Courthouse on Tuesday, October 28, 2025.
