Rockwall County Constable Precinct 4, Randy E. Parks, was recognized by County Judge Frank New for his 25 years of dedicated service. During his career, Randy has held several key positions, including Fire Investigator and Assistant Fire Marshal with the Rockwall County Sheriff's Office, Executive Assistant in the Rockwall County Judge's Office, Bailiff for the Rockwall County Court, and Emergency Management Coordinator for Rockwall County. 

Additionally, Constable Parks is an active member of the Texas Justice of the Peace and Constables Association. He received the Constable of the Year Award from the State of Texas Justices of the Peace and Constables Association for the 2014-2015 term. Constable Parks will be sworn in for his sixth term on January 1, 2025.
